ಸರ್ಕಾರಿ ನೌಕಕರಿಗೆ ಬಡ್ತಿ ವಿಚಾರದಲ್ಲಿ ಪರಿಶಿಷ್ಠ ಜಾತಿ, ಪರಿಶಿಷ್ಠ ಪಂಗಡದ ನೌಕರರಿಗಾಗಿ ಕಳೆದ ಮೂವತ್ತು ವರ್ಷಗಳಿಂದ ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಅನುಸರಿಸುತ್ತಿರುವ ಮೀಸಲಾತಿಯನ್ನು ಕೈಬಿಡಬೇಕೆಂದು ಸುಪ್ರೀಂ ಕೋರ್ಟ್, ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಆದೇಶ ನೀಡಿದೆ.
ಬಡ್ತಿ ವಿಚಾರವಾಗಿ ಎಸ್ಸಿ, ಎಸ್ಟಿ ನೌಕರರನ್ನು ವಿಶೇಷವಾಗಿ ಪರಿಗಣಿಸುವ (ಕಾನ್ಸೆಕ್ವೆನ್ಷಿಯಲ್ ಸೀನಿಯಾರಿಟಿ) ವಿಧಾನದಿಂದಾಗಿ, ಸಾಮಾನ್ಯ ವರ್ಗ ಹಾಗೂ ಇತರೆ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ನೌಕರಸ್ಥರು ಅನೇಕ ವರ್ಷಗಳಿಂದ ತಮಗೆ ಸಿಗಬೇಕಾದ ಬಡ್ತಿಗಾಗಿ ಚಾತಕಪಕ್ಷಿಗಳಂತೆ ಕಾಯುತ್ತಾ ಕುಳಿಯುವ ಪರಿಸ್ಥಿತಿ ನಿರ್ಮಾಣವಾಗಿದೆ.
ಹಾಗಾಗಿ, ಬಡ್ತಿ ವಿಚಾರದಲ್ಲಿ ಎಸ್ಸಿ, ಎಸ್ಟಿಗಳಿಗೆ ನೀಡಲಾಗುವ ವಿಶೇಷ ಮಾನ್ಯತೆಯನ್ನು ರದ್ದುಗೊಳಿಸಿ, ಇನ್ನು ಮೂರು ತಿಂಗಳಲ್ಲಿ ಜೇಷ್ಠತೆಯನ್ನು ಪರಿಗಣಿಸದೇ ಎಸ್ಸಿ, ಎಸ್ಟಿ ನೌಕರರಿಗೆ ನೀಡಲಾಗಿರುವ ಎಲ್ಲಾ ಬಡ್ತಿ ಆದೇಶಗಳನ್ನು ಹಿಂಪಡೆಯುವಂತೆ ಸರ್ವೋಚ್ಛ ನ್ಯಾಯಾಲಯ ತೀರ್ಪು ನೀಡಿದೆ. ಅದರ ಜತೆಯಲ್ಲೇ ಬಹುದಿನಗಳಿಂದ ಬಡ್ತಿಯ ನಿರೀಕ್ಷೆಯಲ್ಲಿರುವ ಸಾಮಾನ್ಯ ಹಾಗೂ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ನೌಕರರಿಗೆ ಸಿಗಬೇಕಿರುವ ಬಡ್ತಿಯನ್ನು ನೀಡಬೇಕೆಂದು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ತಾಕೀತು ಮಾಡಿದೆ.
ಈಗಾಗಲೇ ಎಸ್ಸಿ, ಎಸ್ಟಿ ಕೋಟಾದಡಿಯಲ್ಲಿ ವೇಗವಾಗಿ ಬಡ್ತಿ ಹೊಂದಿ ನಿವೃತ್ತರಾದವರಿಗೆ ಹಾಗೂ ಪಿಂಚಣಿ ಮತ್ತಿತರ ಸೌಲಭ್ಯ ಪಡೆಯುತ್ತಿರುವವರಿಗೆ ಈ ಆದೇಶ ಅನ್ವಯವಾಗದು ಎಂದೂ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಸ್ಪಷ್ಟಪಡಿಸಿದೆ.
ಹಿನ್ನೆಲೆ: 2011ರಲ್ಲಿ ಬಿಡಿಎನಲ್ಲಿ ಸೇವೆ ಸಲ್ಲಿಸುತ್ತಿದ್ದ ಬಿ.ಕೆ. ಪವಿತ್ರ ಹಾಗೂ ಇತರರು ಸೇವಾ ಬಡ್ತಿ ವಿಚಾರದಲ್ಲಿ ಮೀಸಲಾತಿ ವಿರುದ್ಧ ನ್ಯಾಯಾಲಯದ ಮೆಟ್ಟಿಲೇರಿದ್ದರು. ಇದರ ವಿಚಾರಣೆ ಆಗನಿಂದಲೂ ನಡೆಯುತ್ತಿತ್ತು. ಈಗ ಅದರ ತೀರ್ಪು ಹೊರಬಿದ್ದಿದೆ.

The BJP government in Gujarat on Wednesday announced a hike of 63-124 per cent under the Seventh Pay Commission, which will be effective from February 1.

In the election year, the Gujarat government has announced a massive salary hike for its disgruntled fixed-pay employees.

The BJP government in the state on Wednesday said a hike of 63-124 per cent under the Seventh Pay Commission will be effective from February 1.

"The decision to hike the salaries of the fixed-pay employees, as per the pay matrix of Seventh Pay Commission, was taken in the cabinet meeting in Gandhinagar," Gujarat deputy chief minister Nitin Patel said at a press conference.

The announcement will benefit 1,18,738 fixed-pay employees of the state government.

WHO ALL WILL BENEFIT

Some of those who will benefit from this pay hike include vidya sahayaks (assistant government teachers), police sub inspectors, constables, clerks, nurses and drivers.

Fixed-pay employees have been fighting for a revision in their pay since 2006. The pay revision will come at a cost of Rs 1,300 crore annually.

The fixed-pay regime was introduced by the Gujarat government in 2006, wherein direct recruits for these posts were only entitled to get a fixed salary for a period of five years.

Last month, the Supreme Court slammed the Gujarat government for not paying fixed-pay employees the salary designated for regular employees.

"Now, this five-year tenure will be considered as their regular service and will be taken into account during promotions," Patel said.

WHO WILL GET WHAT

Following the hike, the salary of Class-4 employees will go up from Rs 10,400 to Rs 16,624 per month, which is a jump of more than 63 per cent.

Class-3 employees will get Rs 19,950 as against Rs 11,500 per month they were drawing earlier. The Gujarat government has nearly 1 lakh employees in this category.

The pay of nearly 15,700 Class-2 employees 2 will now stand at Rs 31,340 compared to Rs 16,500 a month.

Further, those fixed-pay employees who were drawing Rs 17,000 a month will now get Rs 38,040, which is a 124 per cent increase.

ಕರ್ನಾಟಕಕ್ಕಿಂತ ಹಿಂದೆ ಇರುವ ನಾಲ್ಕಾರು ರಾಜ್ಯಗಳು ನಮಗಿಂತ ಮೊದಲೇ7ನೇ ವೇತನ ಆಯೋಗ ಘೋಷಿಸಿ ಆಗಿದೆ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಇನ್ನು ಮಿನ ಮೇಷ ಎಣಿಸುತ್ತಿದೆ!
ಅಬ್ಬಬ್ಬಾ ಎಂದರೆ ಒಬ್ಬ ನೌಕರನಿಗೆ3 ರಿಂದ5 ಸಾವಿರ ಲಾಭವಾದರೆ ಹೆಚ್ಚು. ಹೊಸದಾಗಿ ಸೇರಿದ ನೌಕರನಿಗೆ ಒಂದೆರಡು ಸಾವಿರ ಅತಿರಿಕ್ತ ಹೆಚ್ಚಿನ ಲಾಭವಾಗುತ್ತದೆ ಅಷ್ಟೇ.

ಯಾವುದೇ ನೌಕರರಿಗೆ ಯೋಚಿಸಲು ಅವಕಾಶ ಕೊಡದೆ ನಮಗೆ ವೇತನ ಆಯೋಗ ಪ್ರಕಟಣೆ ಆಗುತ್ತಾ? ಅಂತ ಒಂದು ಪ್ರಶ್ನೆ ಹಾಕಿ. ಒಂದು ಕ್ಷಣವು ಯೋಚಿಸದೆ ಹೇಳುತ್ತಾರೆ ಈಗಾಗಗಲ್ಲ ಬಿಡಿಸಾರ್ ಅಂತ!
